Marcus Hill

Principal of Hill Management Consultancy (HMC)

Marcus L. Hill is the Principal of Hill Management Consultancy (HMC) LLC, a disabled-veteran-owned, minority-owned business providing strategic advisory services. He also serves as Vice Chairman of the Senior Executives Association Board of Directors and as an instructor and consultant with the Federal Employment Law Training Group. Hill retired from federal civil service in January 2021 after 37 years of honorable service.

Prior to retirement, Hill served as Senior Executive Advisor to the Federal Law Enforcement Training Centers (FLETC), Department of Homeland Security, where he provided enterprise-level strategic counsel, supported leadership development initiatives, and advised on long-range planning during the COVID-19 pandemic.

​

Appointed to the Senior Executive Service in 2006, Hill held multiple senior leadership roles across the Department of the Navy, FLETC, and the Transportation Security Administration, culminating as Assistant Director for Mission and Readiness Support at FLETC. In that role, he oversaw major enterprise programs and managed a workforce of more than 1,900 personnel with an annual budget of approximately $106 million.

Hill is a retired U.S. Air Force reservist, recipient of the 2017 Presidential Rank Award for Meritorious Service, and holds a bachelor’s degree from Valdosta State College, with executive education from the Federal Executive Institute and Harvard University’s Kennedy School.
